It's a sort of complicated way of saying that you need to create a separate partition of type ext2 that's named "live-rw" in order for the Debian part of Linux Mint to recognize where to save permanent/persistent changes you make. The main downside to this is that there's no easy way to upgrade the operating system. I guess having the permanent installation onto a USB drive would be better if that's one of the goals.
