There are a lot of places which still require the last four digits of your
SSN. Even registering to vote in Ca, the last 4 digits of SSN (or
your drivers license ID) is required, but I think that's just an initial
protocol, not an ongoing security protocol (or, at least, let's hope it
stays that way ð¤).
Even if it isn't used for security (which is doubtful), Navia probably
needs to keep the SSN for tax purposes (at least, for the medical side of
things; not sure why they'd need it for anything else).
It's hard finding out if someone is who they say they are (identity
verification). For example, signing up for UPS, they grill you with a
bunch of questions about your past, and even some or most of that is also
publicly accessible.
