This is a good explanation of what's going on with Google's version of
Android.  It was a surprise to me that Google started doing this after the
EU court said that they have to allow competing app/play stores.  I guess
Google figured that if they can't be the king 𤴠of
the sandbox, they'll just take away all the sand ðª.

In any case, this Youtube explains that to be a verified developer, you'll
need to pay fee, give them your home address, provide a government issued
ID with a photo (e.g., drivers license), and all previous identities and
email addresses that you have used (not exactly sure why).
