driving in the bike lane

I was shocked at all the cars driving in the bike lane while driving home
from the train station.

I thought it was illegal, but according to

"Motorists can be on a bike lane when entering or leaving the roadway,
preparing to make a right turn within 200 feet of the intersection..."

That explains it.  I guess I should expect to do the same thing.
