The AT&T person ("Joseph") came. He tested the outside box and the inside jack. Everything checked out. However, he did notice some static on the telephone line and changed the wall jack. He also said that putting the phone through the surge protector was substantially lowering the voltage and he suggested not using it. (I currently am bypassing it.)
