That won't do it.  Debian has an entire dependency system maintained
through the "apt" command.  deb files are only the packages.  There can be
all sorts of interdependencies that only it knows about.

The best thing to do is to get the machine online (internet) and do

 # apt-get update
 # apt-get install jove
