Unlike citizens or permanent residents, workers on temporary visas, such 
as the H1-B visa, are often stuck -- the employer can exploit these 
workers because they can easily be sent back to their origin countries if 
they demand reasonable working hours or equitable pay.
Expanding the H-1B visa program would be a terrible mistake.  (Permanent 
residency or citizenship could be a viable alternative.)  Workers on 
temporary visas suffer as well as American citizens in the same industry 
(such as health, high-tech, etc.) because longer hours are demanded and 
wages depressed.
I urge you to reject the testimony of Bill Gates and his ilk and construct 
a reasonable visa program that does not permit employer exploitation.
