I think the core of the problem is auto insurance regulation. If insurance were left unregulated, through the magic of the marketplace, twits like this would eventually not be able to afford to drive. And, in theory, eventually there will have to be more public transit due to all the people who would no longer be able to afford to drive. And, public transit would come to Ca more quickly if there were toll roads instead of freeways, but it's doubtful that that will come to Ca any time soon...
