I am a constituent, a member of the Institute of Electrical and 
Electronics Engineers (IEEE), and an unemployed programmer and I am 
writing to tell you that there is a real unemployment problem in our 
nation's high-tech sector that needs your attention.  According to the 
Bureau of Labor Statistics, there are currently 180,000 unemployed U.S. 
engineers and computer scientists, and the unemployment rate among 
electrical engineers (4.8% in the 2d quarter of 2002) is the highest level 
ever recorded.

You are probably aware that the United States provided H-1B visas to 
147,600 guest workers this year at a time when 180,000-plus highly-skilled 
U.S. engineers and computer scientists are unemployed.

I hope you will actively support actions to reduce or eliminate the 
issuance of H-1B visas when the authorization comes up next year, thereby 
creating opportunities for displaced engineers to be gainfully employed 
innovating and applying the technologies that create wealth in our economy 
and ensure our national security, especially in light of the new threats 
facing our country.
