Instead of trying to send it from Picasa directly, it may be easier to do
it within Outlook. For example, you may be able to
1) start to write an email in Outlook,
2) switch over to Picasa,
3) right-click on the photo in Picasa and do a "Copy",
4) then go back to Outlook and "Paste" the pic into the body of the message
in Outlook.
