I guess "soft eugenics" is fine, but I still like "social Darwinism".

I guarantee you that $5000 tax rebate will do nothing to the birth rate.
In fact, there are very few things that can be done about birth rates.
Musk may need to pay women to have kids for him, or perhaps, distribute
his sperm and pay them to have his kids.
