Yes,,,you can ask to speak to a manager, as i don't see anywhere we said we wer gonna refund you the money.

in general, if a claimant returns a device if it isn't working, does the claimant just lose the fee paid for the deductible?

NO , ,you have a 90 day warranty with the replacement which means if the device is malfunctioning we can replace it again and send you another one free of charge
