I don't think I agree with most of it.
Are you
 * Being quarantined, furloughed or laid off.
 * Having your hours at work cut.
 * Having your income (including self-employment income) reduced.
?  I'm not sure if the IRS or anybody else will check on these things.
In general, this is a free way to hedge your bets that the economy will do
even worse.
But, I do agree that this should only be considered if you want to go
through the trouble of juggling moneys, which could itself suck up a lot
of your time.
