When our plummer came last time to do some work for us, he told us a story
where one of his clients tried turning off the water with a particularly
sticky knob and broke it right off.  They had to turn off water to the
whole house.

So, this plummer said that we should turn the water valves turn-off knobs
every 6 months to keep them supple.  I have a reminder and I've been doing
it ever since.
