https://www.sos.ca.gov/elections/political-parties/no-party-preference/
seems to indicate that you can only get a Dem ballot if you are registered
as the "decline to state" party.

Last time, I registered as "decline to state" or "no party preference" and
did this.  I would prefer not to do this.
