I'm not able to create an online SSA account.
It says "we cannot create an account for the social security number you
entered".
I tried the same steps with Noelle's info and it worked fine.
It's probably because I have a credit freeze:

So, it's probably sufficient just to freeze your credit to prevent any
monkey business.
