Is the pressure actually rising?  You have to fiddle with the stopper
thingy with a knife so it doesn't leak.  Once it's fiddled with, the
pressure should start to rise (i.e., remain quiet for a while 'til steam
starts coming out of the top and the red pressure indicator rises).

Alternatively, you should be able to boil the white beans for 2 hours to
get them soft.
