I bet the cruise control (ironically) makes the problem less worse.  The
person whose accelerator got stuck passed a car when it continued to
accelerate out of control.  Since I almost never pass anyone and only use
cruise control to speed up and slowdown, I bet the problem would never
occur (except perhaps if it's raining -- but, cruise control shouldn't be
used then, anyway).
