This is absolutely true.  Also, those who participate typically aren't
those in decision-making capacities.

Cold-calling works much better :-).

It's all weird.  I'm getting dribs and drabs of work, some contract.  I'm
going to another interview tomorrow.  And I'm supposed to be talking to
someone about a part-time job tomorrow also.
