I think Jagdish Bhagwati's statistics are wrong

As a current job hunter, I've found about 1 out of every 16 jobs that I've
been looking for have been moved abroad (India and Hong Kong seem to be
the most popular).  So, that's about 6%.  It may be that 6% is from
accumulated 1.5% loss over a number of years.
