unhelpful advice

This is a complaint.

I feel that your Retec program is being mismanaged and is poorly staffed.
A friend is seeing someone named Nick Bariloni under this Retec program
administered by East Bay Works.  This Bariloni person is obviously
misinforming and misdirecting people.  He doesn't understand the
businesses in the Bay Area, his clients, nor his job.  As an unemployed
person myself, I find what this Barilone person is saying to be completely
unhelpful and possibly even detrimental to my friend's job search.  If the
governor is considering budget reductions or job cuts, this person would
be ideal place to start.  The faster he is replaced, the more workers in
the East Bay will actually accomplish their dream of finding a decent job.
