It's a shame that your guest didn't mention that the real problem with the 
identity theft case is the social security number itself.  The social security 
number was created only for the social security program, but has since become 
the single key to credit.  The correct answer to solve this problem is to 
create laws that criminalize using the social security number for anything 
other than for the social security program.
