Does it? Just because Acrobat isn't complaining doesn't mean the PDF file
conforms to the PDF specs.

That's up to you. While there is a general principle of "be liberal in what
you accept and strict in what you put out", PDF and PostScript are
programming languages rather than regular file formats. GhostScript is a
language interpreter for PostScript; I don't consider it a language
interpreter's task to work around problems in its input.
