strange NOBOUNCE behavior -- change in semantics?

I'm getting strange behavior with my NOBOUNCE file.  Under some
circumstances, I correctly get:
X-SpamBouncer: 1.5 (10/01/02)
X-SBPass: NoBounce
X-SBClass: OK
But, with the same originating e-mail address, I'll get:
X-SpamBouncer: 1.5 (10/01/02)
X-SBRule: Embedded Script
X-SBPass: NoBounce
X-SBClass: Blocked
Is this supposed to be "Blocked"?  All "NoBounce"d addresses that I've
seen in the past were marked as "OK".  Perhaps you've changed the
semantics of NOBOUNCE, but I didn't see any mention of this change on the
SpamBouncer web page.  Should I be using another mechanism instead, like
LEGITLISTS?
