pgpsendmail

I was wondering: is there a way to make pgpsendmail just encrypt the mail
message, but not send it?  I don't want to have to figure out who all the
receiptants are and encrypt for each one -- it'd be easiest if pgpsendmail
could do this for me.

Also, do you know of any utilities that will capture pgp public key signatures?
I'd like to put something in my .procmailrc to do this.
